The Macro: Everyone Is Deploying AI Agents. Nobody Is Governing Them.

The AI agent gold rush is in full swing. Every enterprise software company is shipping agents. Every startup pitch deck has the word “agentic” in it. Salesforce has Agentforce. ServiceNow has AI agents for IT workflows. Startups are building agents for recruiting, legal research, customer support, financial analysis, and everything in between. The number of AI agents operating inside large organizations is doubling every few months.

Here is the problem nobody wants to talk about: almost none of these deployments have a governance layer. Companies are putting AI agents into production without tracking what the agents actually do, how their behavior changes over time, whether they comply with industry regulations, or what happens when they fail. This is like hiring hundreds of new employees and giving them access to sensitive systems without onboarding, job descriptions, or performance reviews.

For regulated industries, this is not a hypothetical risk. It is a compliance time bomb. The EU AI Act is live. The SEC is scrutinizing AI use in financial services. Healthcare organizations using AI agents for clinical workflows face HIPAA implications. Insurance companies deploying AI for claims processing need audit trails. The regulatory landscape is moving fast and the penalty for getting caught without governance is severe.

The existing tools do not solve this well. Credo AI focuses on responsible AI assessments. Weights & Biases tracks ML experiments, not agent behavior in production. Arthur AI does model monitoring but is oriented around traditional ML models, not agentic systems that take autonomous actions. The gap between “monitor a model’s accuracy” and “govern an autonomous agent’s behavior across regulatory frameworks” is enormous. Agentic AI is not a static model. It changes its behavior based on context, learns from interactions, and makes decisions that traditional model monitoring tools were never designed to track.

The Micro: A PhD and a Google ML Engineer Walk Into Compliance

Niosha Afsharikia is the co-founder and CEO. She has a PhD and over ten years of experience building AI tools for government and private sector organizations in regulated industries. She knows the compliance world from the inside, which matters because governance products built by people who have never dealt with regulators tend to miss the things that actually matter. Roksana Baleshzar is the co-founder and CTO. She spent six years as an ML engineer at Google, building features in Gmail. Her focus was deploying AI safely at scale, which is exactly the technical challenge at the center of TectoAI’s product.

TectoAI (Y Combinator Summer 2025) is a governance platform that treats AI agents like employees. The concept is clean: identify which roles in your organization should be handled by AI agents, match those roles with appropriate tools from a curated list, onboard the agents with defined permissions and boundaries, monitor their behavior continuously, and flag compliance issues before they become audit findings.

The continuous monitoring piece is where the product gets interesting. Agentic AI is not static. An agent that processes insurance claims today might behave differently next month because its context window includes new data, its prompts have been updated, or the underlying model has been fine-tuned. TectoAI tracks behavioral drift and edge-case failures, which are the failure modes that get companies in trouble with regulators.

The platform also tracks regulatory changes affecting AI tools in your stack. If a new EU AI Act provision changes the compliance requirements for a customer-facing AI agent, TectoAI surfaces that proactively. This is genuinely useful because most compliance teams are already overwhelmed and manually tracking regulatory changes across dozens of deployed agents is not scalable.

The company is based in San Francisco. The positioning as “HR for AI” is smart because it maps to a mental model that enterprise buyers already understand. Onboarding, role assignment, performance monitoring, compliance tracking. Every CHRO knows what those words mean. Applying that framework to AI agents makes the value proposition immediately legible in a way that “AI governance platform” does not.

The Verdict

I think TectoAI is building one of the most important and least glamorous categories in AI. Governance is not exciting. Nobody at a tech conference wants to hear about compliance tracking and audit trails. But every enterprise deploying AI agents at scale will need this, and the companies that do not have it will find out the hard way when a regulator comes knocking.

The timing is right. Two years ago, AI governance was theoretical. Now it is operational. Companies are not asking “should we govern our AI?” They are asking “how do we govern 47 AI agents across six departments without hiring a compliance team of 20?” That is TectoAI’s exact value proposition.

The risk is that governance becomes a feature, not a product. If Salesforce adds governance to Agentforce, or if ServiceNow builds compliance monitoring into its agent platform, standalone governance tools could get squeezed. But I think the multi-vendor reality works in TectoAI’s favor. Most enterprises will have agents from five or six different vendors, and they need a single governance layer across all of them. No vendor is going to build governance for their competitors’ agents.

Thirty days, I want to see how many regulated enterprises are in pilot. Healthcare and financial services are the obvious beachheads. Sixty days, the question is whether compliance teams or engineering teams are the buyers. That determines the sales motion and the pricing model. Ninety days, I want to see whether TectoAI’s regulatory tracking is keeping up with the pace of new AI legislation. If they can be the source of truth for “what do the rules say about how we use this agent,” the switching costs become enormous and the product becomes indispensable.
